Johnston County Board of Commissioners to Hold Public Hearing on Comprehensive Transportation Plan

 

 

Smithfield, N.C. The Johnston County Board of Commissioners will hold a public hearing on Tuesday, September 2, 2025, to receive community input on the County’s Comprehensive Transportation Plan. The hearing will take place during the Commissioners’ regular meeting at 6:00 p.m. in the Commissioners’ Meeting Room, located at 207 East Johnston Street at the Johnston County Courthouse in Smithfield.

The Comprehensive Transportation Plan is a long-range strategy that guides transportation investments in Johnston County over the next 25 to 30 years. Developed with input from the North Carolina Department of Transportation, regional planning organizations, municipal leaders, and community stakeholders, the plan evaluates highways, public transportation, rail, bicycle and pedestrian facilities, and aviation.

The draft plan recommends approximately 170 miles of new or improved roadways and more than 80 miles of bicycle and pedestrian facilities. It also identifies intersection improvements and projects that strengthen safety, improve efficiency, enhance regional connectivity, and support Johnston County’s growing economy.

More than three thousand residents participated in public meetings and surveys during the planning process. These efforts generated over 25,000 responses and more than 3,000 individual comments. Feedback consistently emphasized the need for safer roadways, the importance of preserving Johnston County’s small-town and rural character, and the desire for improved travel options both within the County and to the surrounding region.

“The Comprehensive Transportation Plan represents a community-driven vision for the future of Johnston County,” said Planning and Zoning Director Braston Newton. “It balances the need for growth with a commitment to safety, connectivity, and preserving the unique character of our County.”

Residents may attend the public hearing in-person on September 2 at 6:00 p.m or view a live stream of the meeting on the County's YouTube channel. The draft plan is also available for review online.
